Welra is an Earth villager in Okoto.
Biography[]
Welra is a young Okotan in the Region of Earth. When she was very young, she noticed the growing disparity between the Okotan rich and the Okotan poor and the former's general refusal to help the latter. Disgusted at this, she began, in her words, "stealing from the rich and giving to the poor". She was very good at this job, in no small part because of her daytime job as an architect, building houses for the wealthier communities of Okoto. As such, she knew their houses better than they did.
However, when Makuta's armies swept across Okoto, devastating the land and ruining the lives of both the rich and the poor, Welra gave up this job and began fighting for the good of the Region as a whole. As part of this, she came to know some of the former upper-class folk a lot better and began to sympathize with their fall from riches to rags.
Following the defeat of Makuta, Welra gave up her thieving calling, instead focusing on designing well-built houses and rebuilding Okoto, primarily because there were no more rich people on the island, at least, not like before. Now she only uses her burgling skills only when absolutely necessary, when the actions of someone directly threatens those of someone else.
Abilities and Traits[]

Like all Okotans, Welra is unable to use Elemental powers. She is a very skilled and agile robber, although she infrequently uses these traits following Makuta's attack. Instead, she focuses on her talents as an architect, preferring to help rebuild the island.
