The Turaga Council was made by Turaga Lhikan and Turaga Whenua in the Misplaced Alternate Universe to help govern the citizens of Metru-Nui. The Turaga council ran Metru-Nui as a democracy.

Formation[]
After Toa Whenua was injured by the Dark Hunter Lurker he gave out six toa stones and became a turaga. Turaga Lhikan also realized that running Metru-Nui alone was an almost impossible task. Turaga Lhikan and Turaga Whenua created the Turaga Council to govern Metru-Nui and everyone within it. The Council made Metru-Nui a democracy.
Later down the line as more Turaga came to Metru-Nui or Toa gave up their powers to become Turaga they would join the council after being approved to be fit to lead.
For example when Toa Rhodie and later Toa Iruini become turaga the council went over whether each of the newly made toa were fit be join.
Zepharious' Trial[]
After Turaga Iruni joined the council the Council decided, after a leinty trial, that Zepharious would pay for his past crimes by joining the Toa Metru to atone for his past misdeeds.
The Siege of Po-Metru[]
When the Brotherhood of Makuta attacked Po-Metru the Council decided to evacuate the entire Metru. They also place The Matoran Military force around the entire Metru to seal it off while the Toa Metru were sent in to gather survivors and return with them.
