Toa Hagah was a title afforded to teams of Elite Toa assigned as bodyguards for a specific Makuta.

Between 60,000 and 30,000 years ago, the Matoran Universe entered a golden age of prosperity. While the Dark Hunters and number of dangerous Rahi attacks remained prominent threats, this era marked the peak population of Toa and a brief age of stability, where the two authorities of Toa and Brotherhood of Makuta cooperated with each other. Over the course of several years, the came to Brotherhood employ a number of elite Toa warriors as Toa Hagah, although some Makuta would later testify that such an alliance was a subtle ploy to usurp the title of universal protectors from the Toa, taking their best warriors and absorbing them into the Brotherhood as little more than a division of prestige bodyguards. As Chief Archivist Dessal once asserted, the Brotherhood here attempted to "monopolize the universal protector field" by merging with their competition.

Initially, seven teams of Toa Hagah were commissioned to guard Makuta placed in strategic locations around the Matoran Universe; Makuta Teridax, Mutran, Antroz, Tridax, Spiriah, Chirox, and the Makuta of Stelt. Recruited from existing contemporary Toa Teams, Toa Norik, Gaaki, Bomonga, Pouks, Iruini, and Kualus were notably selected to serve in the protective detail of Makuta Teridax.

Roughly 1,500 years ago, marine biologists in Ga-Metru began predicting the extinction of the Hahnah crab species amidst especially aggressive harassment of the specimen by Steltian poachers. Unwilling to intervene themselves, the Brotherhood of Makuta dispatched several Toa Hagah teams to preserve the Hahnah on their behalf and to suffer the backlash of controversy. Donning breathing apparatus and delving underwater, the Toa Hagah ultimately succeeded in stabilizing a number of Hahnah colonies outside of trading routes, though this intrusion served only to further alienate the Toa from the other denizens of the Matoran Universe.

BotR Horrible Truth

Norik uncovering the Brotherhood's true intentions.

After roughly 300 years in the service of the Brotherhood, Teridax's team would come to discover the Brotherhood of Makuta's ulterior motives and came to recognize Makuta Teridax as an oppressive figure, who had become disenfranchised from the will of the Great Spirit. In an act of rebellion, the Toa Hagah attempted to smuggle the Kanohi Avohkii off of Destral and transfer it into the hands of their fellow Toa. However, only Norik and Iruini were able to escape the initial assault, leaving Gaaki, Bomonga, Pouks, and Kualus behind. Taken prisoner by a Vortixx named Roodaka, the four captive Toa were mutated by the effects of her Rhotuka spinner, transforming into haggard and twisted Rahkshi-Turaga crossbreeds nicknamed Rahaga. Following a failed rescue attempt by Norik and Iruini, all six Toa Hagah were mutated by Roodaka. At the cost of their dignity and with their elemental capabilities severely diminished as a result of their mutation, the Rahaga were able to escape Destral, ultimately successful in their original mission to smuggle the Kanohi Avohkii off the island.

Following the Rebellion of Makuta Teridax's Toa Hagah team, the remaining Toa Hagah groups were preemptively executed for the threat that they posed. Chirox was known to have eliminated several of his own Toa Hagah whilst using a good majority in his various mutagenic experiments.
