An ancient council that formed formed millions years during the early stages of Spherus Magna before Okoto Nui disappeared from the planet.

History

Millions of years ago before the second age of Spherus Magna where before Glatorian, Toa, Matoran and Agori ever existed. It was only the Great Beings Nazar and Ekimu at the time when they created the island of Okoto-Nui. When the Great Beings were experimenting the island they created Okotoian species for the island and needed a set of leaders to run the island while they continued experimenting. So they have created the Elders of Okoto.

The Great Beings later on created the Glatorian and Agori leaving the Okotoians to fend for themselves, live on their own and think for themselves. Till in the following 1,000 years when the Core War was taking place at the time fighting over the Energized Protodermis which created a chain reaction that shattered the planet into three pieces. The Okotoians were left stranded on Aqua Magna but sunk the island into the depths of the ocean. Making the Okotoians disappearing from the face of the planet.

Millions of years later following into the reformation of Spherus Magna after the defeat of the Makuta. The planet was reformed and island reemerged from the deaths bringing back the Okotoians and the Council.

The Council now stands with Unified Tribes of Magna, Council of Magna and the Great Beings as equal leaders.
